INSTITUTIONAL FRAMEWORK FOR FOREIGN INVESTMENT

In order to respond to the potential investors' needs to have a unique and functional interlocutor in Romania, the institutional framework was consolidated through the Romanian Agency for Foreign Investment – the “one-stop-shop” information center. ARIS is the governmental body of the central public administration responsible for the implementing of the Government’s policy of promoting and attracting foreign direct investments in economy.

   Mission

The Agency’s mission is to attract, retain, and grow foreign direct investment in Romanian economy, as a result of a friendly and attractive business environment for developing investment projects.

    Objectives

• Improve the image of Romania as an investment destination to foreign investors
• Continue to attract a high FDI volume in Romania
• Pro-active approach of the foreign investors by providing an offer of concrete proposals of investment projects and locations
• Develop and provide services to investors, prior, during and after the accomplishment of the investment that will facilitate retention and expansion of investments
• Develop a professional team with specific expertise in investment promotion and servicing to become the Government of Romania’s primary point of contact for foreign investors

    Responsibilities

 Promotion of investment projects

• Foreign investment promotion as well as promoting Romania’s image and the existing investment climate, through all specific promotion means;

• Foreign investment promotion according with the strategies of other institutions and organizations involved in attracting the foreign capital in economy (central and local authorities);

• Identifying and promoting priority investment fields and their existing opportunities as well as the organizing a data base with available information for investors regarding investment projects, financing sources, potential business partners, available locations, etc.

 Assistance for investment projects

• Setting up the necessary conditions for providing a friendly business environment for promoting foreign direct investments;

• Coordinating the preparation of the strategies and action plans for attracting the foreign capital in economy;

• Monitoring the compliance with the legal frame regarding the foreign investments in Romania and proposing its improvement;

• Providing specialized assistance to the investors interested in developing projects in Romania, prior to and following the achievement of their investments;

• Periodically reporting to the Government with reference to the volume, origin, structure and trend of the foreign investments in Romania and abroad.

• Pro-active, dynamic and professional approach of the international business environment for improving Romania’s image and the stable and propitious business climate for developing economic activities;

• Aiming to change the foreign investors attitude towards the business opportunities existing in Romania;

• Obtaining maximum efficiency by using minimum human and financial resources.
